The River Covenant

The River Covenant is a coalition of barge-lords, river-priests, pilots, ferrymasters, and mobile communities who govern movement, trade, and memory-flow along major waterways, especially the Nokhul. Unlike land-bound powers, the Covenant does not rule places, it regulates passage.

To the Covenant, rivers are living systems shaped by time, erosion, and endurance. Stability comes not from control, but from procedure: agreed routes, seasonal rights, toll customs, and ritual observances that allow many peoples to share the same current without collision.

The Covenant rarely intervenes directly in conflict. Instead, it alters access: slowing, redirecting, or denying flow until disputes resolve themselves.
