should the river be controlled, or accommodated?
Proponents of permanent levees argued for stability and predictability.
Opponents warned that rigid systems would fail catastrophically.
The debate did not resolve.
It reshaped the Vale’s landscape, leaving a patchwork of fortified towns and intentionally transient communities.
