Motives & Tactics: ## Description A Quill-Sergeant in regulation grey, cracked-quill sigil on the left breast, the sleeve of the writing arm reinforced with thin steel against blade-snatches during interrogation. They carry the Excisor's standard sidearm — a short rapier coded the Excisor red — and a sealed warrant case across the back, the case itself worth more on the black market than the sword. Quill-Sergeants are veterans of at least four hearth-clearances. They have seen things burn that they were never officially briefed to witness, and they have decided this is acceptable. ## Motives Execute the warrant. Protect subordinate Custodians. Bring back the codex, or at least credible evidence of its destruction. Stay alive long enough to make Captain. ## Tactics Leads from the second rank. Lets Custodians spot and screen. Engages personally only when the warrant requires testimony in-person or when a subordinate is about to die. Prefers rapier work to spellcraft. If a target invokes Concord legal privilege, the Sergeant pauses — briefly — and consults the warrant case. The pause is sometimes long enough to negotiate.

Features

Read the Warrant - Action: Mark 1 Stress. The Quill-Sergeant produces the warrant and reads the relevant clause aloud. Choose one PC within Close range; that PC must succeed on a Presence roll (DC 13) or be Stunned until the end of their next turn as the resonance-coded ink of the warrant momentarily makes refusal feel procedurally impossible. PCs who have already openly defied a Codex Warden warrant in this scene have advantage on the roll.

Direct the Custodians - Action: Mark 2 Stress. All allied Inkward Custodians and other lower-rank Excisors within Far range immediately take a turn out of the normal turn order, in any order the Sergeant chooses. Each may move up to Close range and make one attack or use one feature.

Bureaucratic Reflex - Reaction: When the Quill-Sergeant would take Major or Severe damage, they may instead present the warrant case as a parry and reduce the damage by one severity step (Severe → Major, Major → Minor, Minor → no damage). The warrant case is dented by the strike; the Sergeant may use this reaction only once per scene.

Sealed Warrant - Passive: The sealed warrant case on the Quill-Sergeant's back is resonance-coded and cannot be opened by a non-Excisor without a DC 16 Knowledge roll and at least an hour of work. While the warrant case is sealed and on the Sergeant's person, all allied Excisor adversaries within Far range gain a +1 to their attack rolls. Destroying the case (it has Major Threshold 5, Severe Threshold 10) removes this bonus and exposes the warrant within.
